What does an AI governance framework actually look like for an Australian business?

AI strategy should answer:

- What competitive advantages will AI provide?
- What are our boundaries - what won't we use AI for?
AI principles should cover:
- Fairness - AI won't discriminate unfairly
- Transparency - we'll be open about how AI is used
- Privacy - personal information will be protected
- Safety - AI systems will be reliable and safe
- Accountability - humans remain responsible for AI outcomes
- Human oversight - people stay in the loop for material decisions
These don't need to be lengthy documents. One to two pages for each is sufficient. The point is clarity, not volume.
2. Accountability Structure
Someone needs to own AI governance. In our experience, the most effective structures look like this:
Board/Executive level:
- Sets AI risk appetite
- Approves AI strategy
- Receives regular reports on AI risks and performance
- Accountable for compliance with laws and regulations
AI Governance Committee (or equivalent):
- Representatives from business, technology, risk, legal, and privacy
- Reviews and approves high-risk AI use cases

- Reports to executive leadership
Business owners:
- Accountable for specific AI systems within their domain
- Responsible for outcomes and performance
- Ensure compliance with governance requirements
Technology teams:

For smaller organisations, this doesn't need separate bodies. A CTO who reports to the CEO on AI risk, with input from legal, can serve the same purpose. The point is clear accountability, not bureaucratic structures.
3. Risk Classification System
Not all AI needs the same level of governance. A risk-based approach ensures you're spending governance effort where it matters.
Minimal risk:
- AI tools for internal productivity (writing assistance, scheduling, search)
- No automated decision-making
- No customer-facing outputs without human review
- Governance: Acceptable use policy, basic training
Low risk:
- AI in internal business processes with human oversight
- Customer-facing AI with clear human escalation
- No material decisions made by AI alone
- Governance: Registered in AI inventory, performance monitoring, periodic review
Medium risk:
- AI influencing business decisions (recommendations, prioritisation, scoring)
- Customer-facing AI handling sensitive interactions
- AI in regulated processes with human oversight
- Governance: Risk assessment required, regular monitoring, bias testing, change management
High risk:
- AI making or materially influencing decisions about individuals (credit, employment, insurance, healthcare)
- AI in safety-critical applications
- AI processing large volumes of sensitive personal information
- Governance: Full risk assessment, bias testing, explainability requirements, human review, audit trail, regular independent review
Classify every AI system and apply governance proportionally. We've seen organisations that either over-govern everything (slowing AI adoption to a crawl) or under-govern everything (creating unmanaged risk). Classification solves this.
4. Policies and Standards
Your framework needs practical policies that tell people what to do. At minimum:

Common Mistakes
Making it too heavy. A 200-page governance framework that nobody reads or follows is worse than useless. Keep it practical and proportionate.
Treating it as a one-off project. Governance is ongoing. It needs to evolve as your AI use grows and regulations change.
Separating governance from delivery. If the governance team isn't talking to the delivery team, governance becomes a bottleneck. Build governance into the delivery process.
Ignoring shadow AI. Employees are using AI tools whether you govern them or not. Your framework needs to address this reality, not pretend it doesn't exist.
No enforcement. Policies without consequences are suggestions. Make sure governance has teeth - through audit, monitoring, and accountability.
